Sebagai pemegang amanah dan pengurus aset sistem rel negara, RAC bertanggungjawab memastikan aset rel diurus secara terancang, sistematik dan mampan. Ini termasuk pendaftaran aset, penyelenggaraan berkala, penilaian dan pemantauan prestasi serta perancangan kitar hayat bagi memastikan kecekapan, keselamatan dan fungsi jangka panjang.
RAC juga menguruskan aset teknikal seperti stok gerabak, sistem isyarat dan komunikasi, kejuruteraan landasan dan sistem ICT, bagi memastikan operasi rel yang lancar dan kesediaan untuk memenuhi permintaan masa hadapan.
Di samping itu, RAC melaksanakan pelbagai inisiatif strategik melalui Permintaan Cadangan (RFP) untuk mendapatkan penyelesaian terbaik dan paling inovatif daripada industri. Ini termasuk projek seperti Strategi Stok Kereta Api (RSS), inisiatif untuk memulihkan set kereta api yang tidak aktif dan pembangunan hab terminal kargo. RAC juga diberi mandat untuk menyokong dan memantau pelaksanaan projek rel kerajaan dan dilantik sebagai agensi pelaksana bagi projek pembangunan di bawah Rancangan Malaysia ke-11 (RMKe-11).
Melalui peranan ini, RAC bertanggungjawab merancang, menyelaras dan memantau projek bagi memastikan pelaksanaan yang berkesan, pematuhan kepada dasar kerajaan dan kawalan kos yang optimum, sekali gus menyokong kemampanan sistem rel dan pertumbuhan ekonomi negara.

Dalam aspek ini, RAC bertanggungjawab untuk menguruskan aset teknikal, termasuk stok gerabak, sistem isyarat dan komunikasi, kejuruteraan landasan, dan sistem ICT (seperti Mesin Pengumpulan Tambang Automatik dan Mesin Layan Diri Tiket). Di samping itu, unit ini terlibat dalam pengurusan penyelenggaraan aset kereta api melalui penilaian aset, serta dalam mengendalikan penyerahan Permintaan Cadangan (RFP) yang berkaitan dengan projek industri rel.
