OACP RAC 2022 - 2026
The RAC Organisational Anti-Corruption Plan (OACP) 2022–2026 was developed in alignment with the Government’s aspirations as outlined in the National Anti-Corruption Plan (NACP). This mandatory initiative falls under Strategy 2: Strengthening the Efficiency of Public Sector Service Delivery and is designed to enhance governance, integrity, and transparency in the execution of RAC’s functions and services.

KEY OBJECTIVES OF OACP RAC
Establish a clear and effective preventive framework to address corruption risks within the organisation
Strengthen an ethical and integrity-driven work culture through a transparent and efficient administrative system grounded in professional values.
Enhance awareness, commitment, and cooperation among RAC personnel in combating corruption.
Increase stakeholder and public confidence in the services delivered by RAC.
OACP RAC 2.0
In line with the implementation of OACP RAC 2022–2026 and evolving national anti-corruption policies, RAC will further strengthen its Organisational Anti-Corruption Plan through the introduction of OACP RAC 2.0, scheduled to commence in 2026.
This initiative will be implemented under the framework of the National Anti-Corruption Strategy (NACS) 2024–2028, with a strong emphasis on reinforcing and consolidating RAC’s work systems in accordance with the principles of integrity, good governance, and organisational accountability.
Through this continuous improvement approach, RAC aims to sustain efficient service delivery while further strengthening stakeholder and public trust.
RAC WHISTLEBLOWING POLICY
RAC is fully committed to upholding the highest standards of integrity, transparency, fairness, and accountability in the management and execution of all official matters.
Any misconduct, integrity breaches, misappropriation, abuse of power, fraud, corruption, or serious financial offences must be reported through the prescribed internal mechanisms and channels to ensure appropriate and effective action.
The RAC Whistleblowing Policy functions as both an internal control mechanism and an early warning system to identify, prevent, and manage risks of misconduct that could adversely affect the organisation’s reputation and long-term sustainability. Reporting through proper channels enables structured investigation and corrective action, while helping to prevent recurrence.
This policy is aligned with the OACP RAC 2022–2026, particularly under the Administration, Policy and Enforcement framework, and is supported by the RAC Integrity and Compliance Unit. It establishes a secure and effective reporting system, addresses gaps that may allow unethical conduct, and reinforces RAC’s commitment to building an efficient, ethical, and accountable organisation.
The policy applies to RAC employees, stakeholders, members of the public, and any interested parties who wish to report misconduct or integrity violations involving individuals appointed by RAC. Reports may be made without fear of retaliation or detrimental action. All disclosures are handled transparently, fairly, and in accordance with the principles of good governance.
RAC WHISTLEBLOWING OBJECTIVES
The RAC Whistleblowing Policy aims to:
Encourage responsible and timely disclosure of information through established procedures and appropriate reporting channels
Manage and address disclosures in a structured manner, proportionate to the severity of the misconduct, integrity breaches, and associated risks.
Protect whistleblowers from any form of retaliation or detrimental action, while ensuring the confidentiality of their personal information.
Ensure fairness to all parties by keeping whistleblowers informed of the status of their disclosures, and by providing individuals who are the subject of reports the opportunity to respond, in accordance with the “need-to-know” principle.
